PURPOSE OF POSITION:
Provide leadership to the 'Livelihoods/Economic Recovery in Emergencies' sector of WV, building relationships with key internal and external stakeholders (e.g. government, NGOs, donors, UN). Livelihoods and economic recovery is defined by WV as the process that restores households' economic situations to their economic well-being level prior to the disaster, conflict or general loss of assets.
To be available for deployment through the Global Rapid Response Technical Team (GRRTT) to large-scale emergencies, anywhere in the world, focusing on the design and implementation of quality livelihoods/economic recovery programmes that are integrated with other sectors. GRRTT specialists can be deployed to a response within 24 -72 hours and remain for up to 3 months.
During non-crisis periods to engage in disaster preparedness and mitigation, build the capacity of the sector , drive strategy development with a particular focus on urban livelihoods and child well-being, and networking with stakeholders engaging in livelihoods and economic recovery in disaster responses.
Will also facilitate and promote best practices and learning in emergency livelihoods/economic recovery within the WV partnership focusing particularly on urban livelihoods and child well-being.
Response responsibilities.
KEY RESPONSIBILITIES:
Provide sector leadership for timely delivery of Livelihoods/Economic Recovery (L&ER) responses during emergencies. This will include:
Undertaking assessments to identify needs, and surveys, monitoring and evaluation to ensure quality of programs.
Providing targeted technical and operational support to livelihoods/economic recovery programming in emergencies.
Design/re-design and implement L/ER programs to meet the needs of the affected community. Ensure ongoing monitoring of the emergency and evaluate the effectiveness of the response to meet the needs of the affected communities, and adapt programs to meet the changing needs.
Coordination of a livelihoods/economic recovery unit in a particular response, and provide technical guidance and direction to L&ER staff to implement programs according to internationally recognised standards e.g. Sphere, HAP, and ensure staff and partners understand and adopt these standards.
Coordination with other WV sectors to ensure integration of programs and overall quality of programs (e.g. Food Security including cash transfer programming, Protection, children in emergencies (particular in youth focused work) , agriculture etc and ensure that together the programmes are supporting child well-being outcomes.
Consultation with Finance, and Programmes team, to prepare realistic proposals, and budgets and manage expenditures. Ensure reporting is completed and submitted in a timely manner and meet WV and donor requirements.
Coordination with people and culture (HR) in the development of team structure recruitment of qualified international and national staff to implement program, and identify capacity gaps in the L/ER sector and identify plans to address them.
Ensure that cross cutting themes (e.g. disability, gender, child protection, environment, HIV etc) are included in programs.
Participate in response management meetings to update the response manager and programs staff on livelihood and economic recovery issues.
Represent WV in key meetings and coordination forums to present WV's Livelhoods/Economic Recovery program and advocate for the needs of the affected communities (e.g. early recovery cluster and associated working groups if functioning, national and local government, communities, NGOs, UN, donors).
Document and share lessons learned and experiences in emergency livelihoods/economic recovery programming and response with a particular focus on urban and child well-being.
Preparedness and mitigation responsibilities:
Strengthen and maintain systems for preparing, and mobilising L/ER supplies.
Develop and adopt a interest group on lievlihoods/ER in the HEA/ED COPs.
Define competencies required for Livelihoods/ER in emergencies and develop a capacity building strategy building on existing external and internal capacity building tools.
Develop integrated programming guidelines with other Humanitarian and Emergency affairs (HEA) team members as well as the Global Food Security and Livelihoods team to ensure sectors are working together in communities.
Support the development of programming tools to assist in the operation strategy and implementation of L/ER in emergency programs.
Support to regional Emergency Director (ED) and Humanitarian and Emergency affairs teams on early warning, preparedness, mitigation and response to health impacts of emergencies.
Engage in cutting edge analysis, applied research and documentation of lessons learned and best practice from emergency L/ER.
Capacity development:
In addition to creation of a capacity building strategy.
Mentor and coach regional and national L/ER program staff in L/ER in emergencies and international standards, ensuring they are incorporated into programs.
Support the development of emergency health project proposals for preparedness, mitigation and response, and the implementation where required.
Networking:
Establish and maintain strategic alliances with emergency L/ER related donors, foundations, academic institutions, governments, international and UN agencies for positioning WV emergency response functions and acquisition of resources.
Participate in the ED CoP and lead the facilitation of L/ER in emergencies Interest Group.
Facilitate discussion on strategic issues around l/ER in emergencies within the WV partnership and with key stakeholders
Participate in Global Early Recovery Clusters and inter-agency humanitarian aid working groups as appropriate.
Attend regional and global forums representing HEA and ED in emergencies where appropriate.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Masters degree or equivalent in business/economics or a related field.
Understanding of technical standards including Sphere, HAP, People in Aid, SEEP.
5-7 years experience in emergency programming including field experience with an emphasis on urban livelihoods.
Proven track record in emergency response, including program administration, design and proposal writing in large scale complex emergencies.
Excellent writing and conversation ability in English and preferably with another language such as French or Spanish. ability to communicate cross-culturally and sensitive to other cultures
Membership of a professional L/ED organisation.
PREFERRED:
A leading expert in their field.
