Job Title: Senior Specialist: Organisation Design

Job Mission
To assess the current organisational design across the in-scope functions (HR, Finance and Supply Chain). Develop the appropriate organisational structures across each delivery model (SSC, CoE, Group, OpCo) based on the MTN Next! Target operating model and breakdown of responsibility. Perform FTE sizing across each delivery model based on GDPA guidelines and develop and implementing the staff transition plan.
KPA Duties
Leadership & Subject Matter Expertise: - To provide knowledgeable insight for new standardised organisation structures across Finance, HR and Supply Chain Management for OpCos, CoE and SSC. - Be the leading subject matter expert on Organisation Design across MTN Next! - Provide guidance and liaise with local OpCos, CoE and SSC on specific Organisation design principles and guidelines - Work closely with the SSC, OpCo and CoE Target Operating Model Senior Specialists responsible for each stream to ensure integration points between each function. Detailed Design Phase: • Development of new organisational structures and performance management frameworks across each delivery model including but not limited to: - Organisation Design principles and guidelines to be used during design of organisation structures. - Detailed design of organisation structures per function for SSC and CoEs including management structure, organisation structures, functional team structures, relationship matrix, functional responsibilities, reporting relationships, FTE sizing, key process and workflow alignment, aligned decision rights and key department interaction model. - Create conceptual high level structures for retained organisation for small, medium and large OpCos. - Carry out FTE sizing for the revised organisation based on guidelines providing by the GPDA - Develop detailed job description for jobs in SSC and CoE that includes role description, roles and responsibilities, job requirements, reporting relationships, competencies, required knowledge and experience, KPIs and decision rights. - Complete job grading and reward alignment. - Create a governance framework for decision making (group and individual) - Develop a detailed framework to manage staff movements during transition i.e. Recruitment, relocation and redundancy processes, guidelines and timelines - Create detailed transition plan and detailed organisation structures for the retained organisation of chosen pilot country. - Work with the Programme Support Office Principal and the Programme Director to define the OpCo phasing and transition plan for implementation. - Provide delivery model business requirements to the IT and ERP MDM & BI Principals respectively. Build & Test phase: • Ensure effective transition of staff including but not limited to: - Working with HR to develop a detailed strategy and work plan to transition the current organization to the new organization in a consistent, transparent, fair and legal manner in line with the waved approach. - Advising HR in conducting the selection process in a consistent, fair, and legal manner for the pilot. - Implementation of new organisational structures and performance management frameworks for pilot OpCos. - ‘Skill fit’ assessment to determine fit of existing staff in pilot OpCos to new organisational structure. - FTE sizing for the pilot OpCos based on FTE sizing guidelines. - Completion of all staff movements required for the chosen pilot OpCo. - Complete go-live checklists Waved Implementation: • Create and implement detailed organisation structures for each wave including but not limited to: - Support and facilitate staff transition including retain, recruit, relocate, retrench etc. - Advise HR in conducting the selection process in a consistent, fair, and legal manner for each wave. - Communicate the results of the selection process, onboard and redeploy selected employees and outplace separated employees. - Implement business impacts mitigation plan (based on the business impacts assessed) - Determine effectiveness of new organisation design through quantitative and qualitative measures. - Complete go-live checklists Improve: • Accountable for embedding a continuous improvement culture • Provide relevant organisation design post go-live support and post go-live assessment • Find innovative ways to document processes to minimise risk and enhance overall programme management • Specialised input into understanding the links and impact into programme streams • Apply best practice in an optimal way to define MTN Next processes and procedures and the ability to localise these processes and procedures as and when required. • Continually improve existing processes and procedures to enhance programme effectiveness, efficiency and performance • Document programme and business risk • Ability to elicit cooperation from a wide variety of sources Supervisory / Leadership / Managerial Tasks • Manage the documentation of work stream to ensure effective delivery and achievement of performance targets • Document clear direction for cross-functional programme teams • Document goals and objectives for direct reports, monitor progress and maintain motivation • Document staff training and development needs and implement necessary actions
Requirements
• Relevant Human Resources or Business Degree • Honours equivalent an added advantage
Minimum: • At least 5-7 years management experience in organisation design on large scale programmes • Demonstrated experience in transforming business as part of large scale multi- functional back office transformations • Proven experience across the back office specifically Finance, HR and Supply Chain • Demonstrated ability to effectively establish and maintain strategic working relationships with peers and constituents at all levels of the organization • Demonstrated analysis and problem solving skills using critical and innovative thinking. • Demonstrated experience with global or multinational projects/programmes. • Demonstrated experience leading multidisciplinary project teams and delivering effective business solutions and strategies, frameworks or tools for use at a division or organization-wide level
