Key Responsibilities

Facilitate and maintain effective cash management controls and reporting by:
Co-ordinating compliance to International Financial Reporting Standards (IFRS), applicable legislation and relevant policies and procedures
Implementing, influencing and maintaining internal controls by:
Investigating audit queries and implementing corrective action
Maintaining effective segregation of duties
Advising on and communicating new and updated processes/controls to staff
Facilitating compliance to TAX and VAT legislation
Maintaining up to date knowledge of systems and training staff on use of systems
Maintaining and validating supporting documentation for vendor master changes/updates
Authorising cash management transactions after verifying against supporting documentation
Safekeeping of relevant documentation for audit trail purposes
Performing spot audits on petty cashiers to facilitate adequate control and manage risks
Executing the clearance of all audit findings related to Financial Accounting and ensuring that issues are addressed timeously and according to agreed recommendations
Influencing revisions of (or new) procedures, guidelines, work instructions, etc. to enhance effectiveness and efficiencies of operational processes
Performing continuous risk analysis, identifying weaknesses and taking appropriate corrective action
Preparing and submitting reporting packs as required for statutory reporting.
Maintaining and monitoring sound financial discipline to prevent financial losses
Keeping up to date with effective internal and financial control practices and legislation in order to assess for improvements in controls
Advising, providing support and guidance on complex and non-routine queries, tasks and problems where guidelines are unclear or lacking
Facilitate and maintain stakeholder management by:
Initiating and maintaining communication channels with Distribution Finance Management and Treasury to co-ordinate requirements for cash and projections/forecasts.
Establishing effective communication channels with key players (e.g. Capital Accounting, Management Accounting and Project Services ) for forecasting purposes
Facilitating and co-ordinating cash flow requirements from Accounts Payable, Payroll and other relevant persons within the cash flow limits and business needs
Liaising with Distribution Cash and Funds Flow manager regarding KPI�??s, variance explanations and changes to forecasts
Co-ordinating regular communication with the business regarding its cash flow performance
Facilitating a communication channel with regional banking authorities to ensure an efficient service and to minimise bank charges
Providing a support service to the business on all petty cash / sundry payments related queries
Providing guidance and support service to the business on travel management
Advising on risk mitigation to customer profiles and preventing financial loss within the relevant value chains and processes
Identifying risks, reporting to relevant stakeholders and recommending or implementing corrective action
Identifying and recommending areas of improvement on data quality
Facilitating the resolution of routine and non-routine customer/stakeholder queries and problems, where there is a lack of formal guidelines or where guidelines are unclear
Continuously assessing training requirements for area of operational performance due to impact of changes in business circumstances, system changes or for user development
Facilitate and co-ordinate month-end related activities by:
Co-ordinating the preparation of month end journals and checking for completeness and accuracy
Monitoring that all control accounts are cleared and general ledger exceptions are correctly allocated
Reviewing general ledger reconciliations for completeness and accuracy
Monitoring that reconciling items are actioned correctly and timeously.
Investigating and resolving routine and non-routine issues and queries
Monitoring daily execution of activities and implementing corrective actions on deviations
Executing month-end and reconciliation activities to meet financial deadlines.
Taking appropriated action for recovery of misappropriated monies or escalating the matter where necessary
Facilitating and co-ordinating investigations involving irregularities and taking timeous corrective action to prevent further financial losses
Verifying and validating month-end KPI reports for submission to regional and head office Management
Monitoring that sundry payment reports are followed up and month-end exception reports are reviewed and appropriate corrective action taken
Verifying that monthly accrual procedures are in place and all accruals are authorised
Monitoring long outstanding advances and claims and preparing/authorising deductions
Preparing the relevant reconciliations
Facilitate efficient payments to suppliers by:
Verifying that payment run related exception reports are generated timeously, checked and appropriately resolved
Co-ordinating payment runs and communicating to all stakeholders
Requesting payment recall if required
Maintaining the cheque collection register and ensuring that cheques (unused plus printed) are safeguarded until distributed
Co-ordinating the process to timeoulsy request cash in order to facilitate special or manual payments
Optimising cash flow and providing explanations for variances to forecasts
Authorising payments in advance to suppliers and ensuring the payments in advance are correctly recovered from subsequent payments to suppliers
Monitoring that
Payments are recorded correctly and completely
All receipts are accurate, complete and authorised
Supervising that queries are resolved and providing assistance or guidance where necessary
Authorising Banking Details Updates of vendors
Sundry Creditors
Authorising documentation received and submitted to Finance Vendor Master Controller for update
Performing ad hoc checks of petty cash reimbursements and petty cash floats to ensure completeness, accuracy and authorisation and to prevent financial losses
Control and supervise bank related activities by:
Co-ordinating opening and closing of bank accounts and facilitating the completion of relevant forms according to Delegation of Authority
Liaising with Distribution Finance Management and Treasury for all bank signatory appointments/removals
Monitoring and maintaining compliance of cheque/EFT services to sound internal control standards
Monitoring secure and proper control over:
Keys and key registers (including safe keys)
Unused stationery stock (cheques and receipts)
Cheque signing machine
Presented cheques and cheques in process
Access control within the cash management process and environment
Effective control of the cash flow requirements (excluding trade debtor receipts) by:
Facilitating timeous cash transfers from Treasury to regional bank in order to maintain minimum cash balance in the local bank account and optimise financial benefits to Eskom
Providing critical input into the cash flow budget for the region
Facilitating the alignment of cash budgets on the Treasury system to the general ledger
Monitoring and controlling cash inflow and outflow forecasts
Generating and analysing cash management reports
Continuously monitoring actual cash flow vs. forecast and taking corrective action where deviations occur
Effectively monitoring that cash flow and cash KPI�??s are met
Facilitating the co-ordination of daily cash inflow for the region and communicating the requirements to Treasury
Providing functional area-specific input to budget definitions
Controlling and administering adherence to budgeted expenditure
Recommending and incorporating cost saving initiatives into budgets
Co-ordinating and facilitating cash flow requirements for unforeseen and unplanned emergency payments which are received at short notice
Staff and work management by:
Planning and coordinating day to day activities for the achievement of the key performance targets
Improving process efficiency by identifying bottlenecks and inefficient business practises an
Advising and guiding staff to ensure effective optimisation of resources
Developing and maintaining meaningful KPI�??s for staff
Communicating performance to staff (achievement of KPI�??s) on a monthly basis
Facilitating effective liaison with Corporate regarding system errors
Supervising and initiating ongoing training of staff where necessary
Implementing an effective filing system to ensure adequate referencing and ensuring that archiving of documentation is performed to be readily auditable and to facilitate quick reference when queries are received
Ensuring availability internal controls for cash management section with emphasis on queries, reports and access control
Effectively executing plans to ensure that deadline are met
