CIDER is a service-orientated research grouping in the School of Public Health & Family Medicine, focusing on priority infectious diseases including HIV and tuberculosis. The Centre seeks to appoint a Data Manager on a full-time two-year contract, in support of its work on research with HIV treatment programs.
The main purpose of this position is to provide day-to-day data management of the patient information system at Ubuntu clinic, in support of local clinical operations, operational research projects, and service innovation. This includes reviewing and managing the quality of data entry, producing routine and ad hoc reports as requested by clinical and research staff, and undertaking data quality improvement in support of the various research projects and the cohort study.
The Research Project
The Khayelitsha treatment program was one of the first to demonstrate the feasibility of antiretroviral treatment for HIV in the public sector in South Africa, and as a result has been followed for longer than most other treatment programs. This creates unique opportunities to address some of the long term clinical and operational questions faced in treating HIV in the Southern African setting.
The cohort currently comprises over 30,000 adults and children enrolled across 11 facilities. One community health centre focuses on operational research and is more intensively followed. Two further community health centres collect detailed clinical encounter data on an electronic medical record, while the remaining clinics collect key parameters in an electronic register. Different combinations of these data are suitable for addressing different questions: in general clinical questions are best embedded in the smaller more complete datasets, while operational questions are best asked of the expanded sub-district dataset.
The cohort has been set up as a joint effort between multiple partners including Médecins Sans Frontières, the Provincial and Local Governments, and UCT. As such, while this post is based at UCT, the project is a shared one with multiple stakeholders, with principal reporting to both UCT and MSF who are providing the funding for the post.
Responsibilities include: Management and supervision
o Supervise the Quality Assurance Officer
o Obtain buy-in from and support data capturers in Ubuntu clinic
o Ensuring first pass data entry is of acceptable and ever-improving quality
Engagement of stakeholders
o Participating in clinic activities such as weekly clinic meetings, monthly executive committee meetings, clinical research investigator meetings, and other forums
o Participate in MSF/K project monthly operational research meetings and MSF-UCT quarterly research meetings
Strategic data management
o Produce routine and ad hoc reports, queries and extracts as required by clinical and research staff, as well as in support of data quality.
o Provide input into software system improvements
o Implement the data process/management strategies developed stakeholders in support of priority research projects or interventions.

Ubuntu Operational Research support
In collaboration with the data Quality Assurance Officer, the Khayelitsha cohort Epidemiologist and the MSF Khayelitsha epidemiologist provide mentoring and day-to-day management of clinical research data including:
o Ensuring that research data fields are included in the database
o Monitoring the quality of clinical record keeping for the fields that are specific to the research
o Monitoring the quality and completeness of capturing of the fields that are specific to the research
o Providing regular reports on study progress as well as data quality to the study investigators
Requirements include: A tertiary qualification in an appropriate field: information systems, computer science, statistics, database management (clinicians would be considered if they can demonstrate appropriate aptitude and ability on the data management side) Valid driver’s license Willingness and ability to be based in Khayelitsha at least 4 days per week Experience in disease (including TB) surveillance involving the collation, analysis, preparation and timely dissemination of reports Experience in maintaining and developing databases including analysis of the data and production of routine and ad hoc reports. This involves the development of surveillance and research tools/methods and monitoring of data quality Experience in responding to specific requests for information from health professionals. Experience in data analysis and regular and timely report writing Experience in health systems and managing facilities would be a strong asset Experience in mentoring would also be an asset
The annual cost of employment, is negotiable between R 180,238 and R 343,018.
