Job Purpose: * To manage and control the financial activities of the operations within predefined guidelines and structures, ensuring good governance and the economic, efficient and effective administration of finance as required by the Public Finance Management Act Duties: Manage and control expenditure within the area of responsibility. * Review the annual expenditure budget prepared by the planner and ensure that it is in line with the business plan and is within the specified guidelines * Authorise expenditure in terms of the laid down levels of procurement and available budget including travel requests, procurement requests * Ensure the complete, accurate and timeous recording of transactions in the general ledger * Weekly review of outstanding commitments and ensuring that they do not exceed 60 days * Analyse monthly expenditure and prepare variance reports for the Regional Finance Manager, Centre and/or Branch Managers on a monthly basis * Review forecast prepared by the planner and ensure that it is a true reflection of the expected activities and is within the specified guidelines * Ensure that proper records and filing systems are maintained at office level to ensure the completeness, validity, and accuracy of expenditure incurred * Maintain a CAPEX plan and monitor adherence to the plan. When reviewing requests for capital expenditure ensure that existing resources are optimally used * Maintain an approved Good verbal & written communication skills. * Negotiation Skills. * Good interpersonal & staff management skills. * Clear understanding of financial & IT systems. * Planning and Organising * Problem solving * People development * Client orientation * Sensitivity / Diplomacy * Valid Drivers’ License (code 08) Education & Experience: * A tertiary Finance related qualification with at least three years experience in a Financial Management and Accounting environment. * Microsoft Office [Excel (advanced), Word (intermediate), Power Point (intermediate)] * SAP The ideal candidate will have the following competencies: Ability * assist in budget planning and management * direct the allocation of resources, set priorities and identify issues to be escalated * ensure general profitability of the department * ensure that the delivery infrastructure is effective and efficient * oversee the allocation of resources, set priorities and identify issues to be escalated * supervise a professional team * troubleshoot and delegate effectively * ensurethe complete, accurate and timeous recording of transactions in the general ledger * Represent the finance department in management meetings and provide meaningful input * analyse monthly expenditure and prepare variance reports for the Regional Finance Manager, Centre and or Branch Managers on monthly basis Experience * budget planning and management * managing customer requirements and expectations Knowledge * high-level understanding of business
