PURPOSE
To manage and oversee the development and implementation of frameworks, strategies, and solutions that would positively impact the human resources within SARS.
The Senior Human Resources Manager will keep abreast of new age HR practices and processes and will support Executive and Senior Management to transform SARS as a world class organisation.
The Senior Human Resources Manager originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainments, and the recruitment and ongoing development of a superior workforce.
The Senior Human Resources Manager coordinates implementation of services, policies, and programmes through human resources staff and assists and advises business about human resources issues.
DUTIES
Strategic
Ensures continuous collaboration and partnership with the executive leadership team
Aligns the executive practices with best practices in HR field
Supports managers to recognise and manage risks and probability of success in their endeavours effectively
Facilitates strategic and/or operational plans, projects and programs for Business and HR
Provides high quality inputs to business unit plans
Creates recruiting, talent management, performance management and reward and recognition strategies
Directs and manages HR programs for the business unit / division
Reviews business and HR performance measures and advises management on the human capital implications
Facilitates compliance with appropriate corporate strategies, regulations and policies
Realigns HR to ensure tacit partnership to ensure operational excellence
Provide a comprehensive Human Resources service to Executive and Senior Management.
Change Agent
Maintains knowledge of division's operations
Creates and delivers tailored HR solutions specific to divisional strategy and needs
Monitors leading indicators of performance and advises management on impact of business drivers, issues, and challenges on Human Capital
Ensures the management of ad hoc communications and training to address business unit specific issues and re-focus employees and advise on the optimum channel to use when communicating with employees
Champions organisational effectiveness measures through culture change and employee communications programmes
Partner with Head Office during HR Projects implementation
Monitors and measures changes programmes to ensure successful delivery over the long term
Communicates a compelling vision of changes as a change leader
Administrative Expert
Engage with the shared service centre to ensure effective delivery of HR transactional services
Provide advisory / consultation on Human Resources Information Systems to support business strategy
Employee Champion
Monitor employee morale and facilitate true employee engagement (as per SARS Employee engagement model)
Align employee capability with business strategy
Build and retain intellectual capital and talent
Champions high performance people management practices to meet business aims
Assist in the development of an employee-oriented company that emphasises quality, continuous improvement and high performance
Promotes diversity and quality in people management techniques and leads by example
Sustains continuous development activities supported with evidence of development benefits to key customers

MINIMUM REQUIREMENT
7 Years hands on experience in a unionized HR environment, of which at least 5 years should be at a managerial level
Knowledge and experience of SARS Operations would be an added advantage
Knowledge and experience in the Labour Relations field is a prerequisite
The ideal candidate will have the following competencies:

Knowledge and understanding of general business issues and Wellness global standards
