PURPOSE
To manage, monitor and control the provision of a comprehensive Human Resources service to the regional and branch offices to ensure compliance with HR policies, application and implementation of sound HR management practices.
To manage the development and implementation of frameworks, strategies, and solutions that would positively impact the human resources within SARS.
DUTIES
Strategic
Ensure continuous collaboration and partnership with leadership team within allocated area of responsibility
Align the divisional practices with best practices in HR field
Facilitate strategic and/or operational plans, projects and programs
Create recruiting, talent management, performance management and reward and recognition strategies for business unit
Direct and manage HR programs for the business unit / division
Review business and HR performance measures and advise management on the human capital implications
Facilitate compliance with appropriate corporate strategies, regulations and policies
Deliver HR products and services that are value adding
Realign HR to ensure tacit partnership to ensure operational excellence
Contribute to the development of, and then interpret, implement and maintain the HR policies and practices.
Change Agent
Maintain knowledge of division's operations
Create and deliver tailored HR solutions specific to divisional strategy and needs
Monitor leading indicators of performance and advise management on impact of business drivers, issues, and challenges on Human Capital
Champion organisational effectiveness measures through culture change and employee communications programmes
Administrative Expert
Use HR tools to increase the organisation's competitive ability
Provide advisory / consultation on Human Resources Information Systems to support business strategy
Interface between the regional and head office regarding the administration of employment benefits and conditions to ensure that employee queries are attended to timeously and that accurate reports for management purposes are kept
Manage and monitor the recruitment process in the region to ensure that skilled and competent staff are recruited and retained in line with SARS' recruitment policy, AA and applicable legislation standards.
Co-ordinate the Job Evaluation process in terms of the approved job grading system to ensure that job descriptions of new jobs or substantive changes of responsibilities are managed appropriately terms of the issues.
Monitor and maintain regional AA audits to ensure that regional and national standards and targets towards the promotion of representivity in the offices are met as well as provision of inputs to the SARS national Equity Employment Plan.
Employee Champion
Monitor employee morale and facilitate true employee engagement (as per SARS Employee engagement model)
Align employee capability with business strategy
Monitor Industrial Relations and provide appropriate advice to line and operations management to promote sound labour relations environment:
Identify potential IR problems and develop proactive action plan in conjunction with the Employment Relations Manager in order to avert before they result in disputes.
Facilitate the human resources development interventions to ensure that staff is properly trained and skilled to improve their performance and enhance organizational growth
EDUCATION & EXPERIENCE
A Bachelor degree in HR behavioral sciences. An Honours degree in behavioral sciences will be an added advantage.
Six years hands on experience in a unionized HR environment of which three years must be in a unionized environment.
At least 4 years experience at a HR managerial level

Knowledge and understanding of general business issues and Wellness global standards
