Habitat for Humanity International (HFHI) is seeking a Program Monitoring and Evaluation (M&E) Specialist to manage the Area-wide (Africa and the Middle East region) evaluation schedule, lead and/or participate in programmatic evaluations and assist in the development of tools and methods for such evaluations, in collaboration with other stakeholders as required. These include, amongst others, Standard of Excellence assessments, peer reviews and utility based evaluations. This key program role will be responsible for designing and implementing an aligned and integrated AME Monitoring and Evaluation system relevant to measure the performance of programs, institutions and capacity against stated outcomes (quantitative and qualitative), utilizing a participatory methodology with all relevant stakeholders.

The role will be primarily focused on supporting our Area Office, National Organizations, and Branches by:
* Developing monitoring and evaluation methodologies for measuring Habitat for Humanity’s programs to achieve its mission outcomes, which should include quality of life methodologies inclusive of well-being indicators * Working in collaboration with other departments to ensure that the monitoring and evaluation system is properly integrated into broader program and project management principles, and providing support and guidance to the Country Support Teams to ensure proper use of monitoring and evaluation processes and tools * Providing research, planning and evaluation guidance and tools for the implementation of shelter delivery pilot programs, institutional mechanisms and capacity and assisting national organizations in research and analysis for the development of new programs as requested * Conducting and/or assisting national organizations and partners, in conducting baseline studies and research for new community interventions * Leading the collection and quality assurance of Families Served reporting and data
EXPERIENCE/EDUCATION REQUIREMENTS:
* Minimum 3-5 years’ research and evaluation skills (preferably in relation to Human / Social Development, Human settlement and Shelter, Human Settlement and housing Design and Planning, Alternative Housing Delivery, institutions, processes and products) * Bachelor’s degree * In-depth knowledge and experience of Research and Evaluation methodologies, standards and practices * Strong business presentation skills * Strong English language (both written and spoken) skills * Candidates who are South African Nationals will be given first priority in search
