Job Mission
• Control the day to day activities of the MTN Regional Radio Network Operations, ensuring optimum performance and expansion of the network continually meeting the needs and expectations of the customer. • Provide technical leadership, vision and expertise ensuring staff competencies meet the convergent technological challenges of the future.
KPA Duties
Task Complexity: • Plan the day-to-day duties and responsibilities of Radio Network Operations staff, including arrangement of tasks and leave, etc. • Ensure that a routine program (as per the standing procedure) is in place and monitor the performance of these O&M radio routines. • Maintain a sound working relationship between the network operations section and all associated parties, within the company and external. • Define objectives for the staff so that management and company objectives are met. Measure the performance of the staff against those objectives. • Perform an annual assessment of each member of staff as per the company policy, using the above objectives and performance. • Submit reports to designated management, as per requirements. • Prepare the annual budget needs and manage the budget allocations. • Be responsible for the general housekeeping and upkeep of all allocated BTS sites. • Ensure that all staff are applying procedures in their day-to-day activities, especially regarding all documentation. • Ensure that resources, both material and human are available for all planned network expansions to take place as per schedule. • Improve network availability and quality on a continuous basis. • Ensure that all key performance areas for Radio Engineers, Transmission Engineers and OMBs, are met. • Hold regular meetings, with staff under your control to manage the sections performance, special projects and communicate any issues from staff to management or vice versa. • Ensure Policies and Procedures are adhered to through ISO 9001,ISO14000 & QMS. Supervisory / Leadership / Managerial Complexity: • Compile a set of objectives for the Radio Engineers, OMB's and Transmission Engineers in order to meet the set KPAs, monitor their performance against these objectives. • To ensure staff, both informal and formal receives those adequate training and growth paths for staff. • Devise methods and systems to improved performance of staff and the service provided to our customers.
Requirements
• A telecomms or light current electronics related diploma or degree. • Code 8 drivers licence
• Must have natural leadership ability with a minimum of five years' experience in the telecomms industry with at least Two years actively performing Radio Engineer functions in the GSM environment. • Budgeting and financial processes. • Able to set objectives and targets beneficial to the smooth running of the network and monitor progress against them.
Knowledge: • A good knowledge of the operation, maintenance, planning and implementation of Digital Transmission, Microwave RF transmission and multiplexing systems. • The ability to set up budgets and work within the budgeted constraints. Skills / physical competencies: • Able to set objectives and targets that is beneficial to the smooth running of the network and monitor progress against them. • Innovative self starter able to face the challenges of evolving technology re-evaluating objectives, procedures, processes to continuously improve network performance. • Must have a natural leadership ability with the necessary skills to control, motivate and lead staff to achieve excellence. • Have good communication skills resolving conflict and negotiate win-win solutions. Additional: Training: • Formal courses in digital transmission and radio techniques. • Elementary training in personnel management covering supervisory fundamentals, the setting of objectives, mentoring, coaching, LR and disciplinary procedures. • Computer literate with a good knowledge of the MSOffice packages and the ability to set up spreadsheet, databases and presentations.
