The purpose of this position is to manage the Purchasing Division and function of the institution in order to ensure that all commodities are purchased at the most competitive prices from the most appropriate suppliers at the required quantities within the approved budget and according to the institution’s guidelines and policies.



Requirements



· B Com Degree / Degree in Supply Chain management

· 10 years experience in Purchasing and Finance Functions of which 5 years must be on a managerial level within Procurement environment.

· Knowledge of applicable Legislation

· Computer literate in respect of office automation packages such as Word processing, internet, Oracle and Microsoft Packages.

· Proficiency in English (verbal and written skills)

· Good organizational, administrative and interpersonal skills

· Good problem solving, analytical skills, time management, customer service and deadlines

· Ability to work under pressure and relate with colleagues at different levels

· Ability to maintain confidentiality.

· Ability to work independently and accurately.



Recommendation



· Experience in procurement of goods and services in higher educational sector.

· Knowledge of Oracle E business suite



Duties



· Participate actively in the review of the Directorate’s Strategic Plan and alignment of the Division’s plans

· Ensure that the Division’s three year plans and policies fully support the Directorate and the Division’s plan

· Develop and implement Procurement related policies, procedures and control systems

· Ensure that non compliance and irregularities on Purchase of goods and Services are reported

· Implement auditor’s recommendations and controls as per audit report

· Advise on sourcing and contracting the best possible price and services

· Managing supplier relationship.

· Manage staff performance



Assumption of duty: As soon as possible
Salary: Remuneration is commensurate with the seniority of the position
