JOB PURPOSE

The Software Development Manager will build a high performance team committed to the effective delivery of innovative, high-quality enterprise level software solutions that meet or exceed South African Revenue Service user expectations.

To achieve this, the Software Development Manager will clearly articulate project goals and objectives, measure progress against established metrics, champion development best practices, eliminate roadblocks, and provide coaching and mentoring while fostering an environment of learning and continuous improvement.

DUTIES

Formulate and execute development plans to align the divisions' development's goals and objectives with the overall ADM vision and strategy.
Work closely with other ADM Software Development Managers to effectively balance speed-to-market, solutions quality and scope, to create realistic yet aggressive development timelines.
Drive the functional design and on-time delivery of well-engineered solutions to meet or exceed SARS users' functionality, usability, and quality requirements.
Lead and develop a talented team of software development professionals; provide ongoing coaching and mentoring to stretch the bounds of individual and collective performance.
Grow the Team and Technology Leads to become better people and leaders.
Provide real-time communication to the divisions' development team, to ensure that everyone has the knowledge and clarity required to effectively fulfill their roles.
Foster a positive, open learning environment where employee ideas and suggestions become the greatest source of continuous process improvement.
Grow the SARS's technology platform into a source of sustainable competitive advantage by developing and protecting core proprietary technologies and by sourcing and integrating 3rd party technologies.
Advocate and communicate on behalf of the division to mobilise resources, mitigate project risk, report on project status and recognize key milestone achievement.
Provide timely solutions to the division's and ADM software development issues.
Understand and implement sound development methodologies and best practice standards.
Develop and manage budgets and provide regular ADM management feedback.
Provide project planning and execution as well as overall change control.
Control time management during project execution -define activities, sequencing, duration estimation, schedule development and checks/control point.
Manage Cost, Quality assurance, Risk and Procurement of section projects.
Facilitate effective communication channels - communication planning, information distribution, performance reporting and administrative closure.
Conduct and monitor applications systems integration requirements
Contribute to IT business planning for the IT section/area and related interface applications.
Comply with SARS' adopted standards and procedures
Report regularly to the relevant ADM Manager
Formulate the division' Business Plan

MINIMUM REQUIREMENTS

Minimum of 8 to 10 years software development experience, with at least 50% of this time spent solving significant enterprise problems
Minimum 5 years experience leading teams that consistently deliver on technical projects and implementations
3 years managerial experience
3 years SARS experience preferable (Customs & Tax systems)
Degree or Diploma in Computer Science/Engineering, IT, Programming or related discipline.
Broad knowledge of programming languages, system architectures, development methodologies, mainframe and distributed environments.
Preferably experience with ABAP development
Preferably experience with SAP BW Authorization requirements

The ideal candidate will have the following competencies:

Ability

Formulate and execute development plans to align the divisions' development's goals and objectives with the overall ADM vision and strategy.
Provide timely solutions to the division's and ADM software development issues.
Manage daily situations and problems to ensure that appropriate actions are taken.

Experience

Experience in other BI tools (including Integrated Planning, Business Objects, BPC and Xcelsius) will be an added advantage
Extensive experience developing and deploying software solutions.
Good understanding of BI requirements in areas such as Finance(CO.FI,CA,), HR, and SRM.
Experience as a core team member/consultant in at least 4 life cycle BW implementations in SAP BW 7.0 or higher release

Knowledge

Knowledge of different SDLC Methodologies
Knowledge and understanding of the SARS, financial services, and Revenue Systems
In depth knowledge of SLC processes
Knowledge of Change and Configuration Management
