Job Title: Specialist Employee Relations

Job Purpose:

To provide a comprehensive Employee Relations service across divisions at regional and branch level in order to ensure the effective implementation of employee relations policies and procedures and to promote a sound employee relations climate within SARS.

Duties:

To provide a specialized employee relations service in terms of advice, guidance and interpretation of policy, procedures and legal matters to line management and Human Resources Managers in order to ensure that issues are dealt with correctly, timeously and as close to the source as possible.
To render a direct employee relations service to line management and Human Resources Managers when issues are of a sufficiently complex nature that requires expert advice, assistance or intervention.
To render representation at CCMA arbitrations and private arbitrations on behalf of SARS management and to reach resolutions that are appropriate in terms of business objectives and to minimize risk to SARS. To brief and liaise with SARS lawyers/attorneys representing SARS in Labour Court cases.
To ensure sound employee relations by building relations with the recognized trade unions at regional level in order to enhance the implementation of nationally agreed process and to enhance union management relationships at regional level.
To provide submissions, motivation and explanatory memorandums in respect of grievances and disciplinary cases as well as matters referred to the CCMA or external bodies in order to improve on the quality and effectiveness of dispute resolution services in terms of speedy resolution and to minimise the use of external consultants and associated costs. To ensure that each case is evaluated on the individual merits and circumstances and in accordance with the relevant policies, procedures and the applicable legislation.
To investigate and implement measures to prevent incidences of industrial action.
To keep HR managers and consultants up to date with information, interpretations and summaries of external labour relations developments including CCMA arbitration awards, and Labour Court judgments in order to enhance awareness and understanding and to promote effective handling of issues in line with SARS policies and procedures.
To assist the Executive: Employee Relations in resolving escalated matters on a delegated basis in order to provide a high quality and speedy resolution of these issues
Compile and submit ER monthly reports to the Executive: Employee Relations

Knowledge & Skills:

Knowledge and understanding of Labour legislation.
Negotiation skills and experience.
Conflict resolution skills.
Analytical and conceptual thinking.
Good writing, communication and facilitation skills in order to represent the employer at arbitration and disciplinary cases/investigations.
Incumbent must understand change and be able to function in a changing environment.
Strong leadership capabilities in order to motivate people to inspire harmony in management/union structures and relationships.
Willing to be flexible in work arrangements.
Facilitative and interactive skill at executive management level.

Education & Experience:

Bachelor's degree or equivalent 3 years tertiary qualification including Labour Law or Labour Relations with preferably a business or legal post graduate qualification.
8 to 10 years experience in a Labour/Employee Relations environment, of which at least 5 years experience was in formal negotiation processes, grievances and disciplinary matters as well as representing cases at CCMA and Labour Court.
